Initiation of Antidumping & Countervailing Investigation on Forged Steel Fluid End Blocks

The Department of Commerce has initiated an investigation on “Forged Steel Fluid End Blocks” Germany, India, Italy and China.  The products covered by these investigations are forged steel fluid end blocks (fluid end blocks), whether in finished or unfinished form, and which are typically used in the manufacture or service of hydraulic pumps.

Laurie Arnold (Regulatory Compliance Officer) and Leah Ellis (Corporate Compliance Specialist) of JAS USA Compliance attended a port tour at the Savannah Port with other leaders of the NCBFAA.  They were able to get an up-close and personal view of vessel operations and learned about the new and exciting plans for the port’s rail and vessel operations!

China to Cut Retaliatory Tariff on US Imports
February 6, 2020

A news release was published from China advising that China will be reducing its retaliatory tariffs on $75 billion worth of U.S. imports beginning Feb 14th.  Tariffs on some U.S. goods will fall from 10% to 5% and others will drop from 5% to 2.5%.

Update on Section 301 Tariffs

​A trade deal was published to announce a rate of duty reduction for List 4A of the Section 301 tariff. The rate will decrease from 15% to 7.5% effective for merchandise entered or withdrawn for consumption as of 12:01 AM on February 14, 2020.

Aluminum & Steel Section 232 Expands
February 6, 2020

The complete list of HTS codes impacted for section 232 has been released. Items impacted are steel nails, tacks, drawing pins, corrugated nails, staples, aluminum stranded wire, cables, plaited bands, bumper and body stamping for motor vehicles/tractors and more.  The DOC has also authorized to establish a process for requesting exclusions for these expanding tariffs.  The instructions and application for the exclusion process has not been released yet.

CSMS# 41285855 - Changes to Several Trade Agreements

On December 26, 2019, the Presidential Proclamation 9974 was signed with amendments to trade benefits under AGOA, Israel FTA and Chile FTA.  The CSMS message was issued to inform the trade of the modifications affecting AGOA beneficiary countries, agricultural products of Israel, and originating goods from Chile.

USMCA Update

The USMCA implementation bill has been approved and signed into law on January 29th.  The United States-Mexico-Canada Agreement (USMCA) is an agreement to support North American workers, farmers, ranchers, and businesses. The agreement is expected to create a balanced and reciprocal trade that supports high-paying jobs for Americans and grows the North American economy.
